WASHINGTON – Acting Secretary of the Navy Hung Cao announced today that William F. Mahan, a member of the Senior Executive Service, is now performing the duties of Assistant Secretary of the Navy for Research, Development and Acquisition. Mahan, a former submarine officer and a 2003 graduate of the United States Naval Academy, also brings a wealth of industry experience to the role. He was the founder and Chief Executive Officer of a defense engineering firm that supported the Department of War with expertise in systems engineering and integration, rapid prototyping, flight testing, and acquisition management.
