Shipmate Below the Surface: 3 Alumni Earn Naval Submarine League honors

Three Naval Academy alumni chosen as the Naval Submarine League’s 2023 Distinguished Submariners(s) and Distinguished Civilian Awards recipients. This year there are two Distinguished Submariners:  Vice Admiral Paul E. Sullivan ‘74, USN, (Ret), and Admiral Edmund P. Giambastiani Jr. ‘70, USN (Ret). The Naval Submarine League Distinguished Civilian selectee is Captain Carl H. Oosterman ‘69, USN (Ret).

The NSL Distinguished awards will be presented on 8 November 2023 at the Naval Submarine League Annual Symposium and Industry Update in Arlington, Va.

The Naval Submarine League Distinguished Civilian Award recognizes the personal contributions of government and industry individuals who have been of extraordinary value to the success of United States Navy Submarine Programs.

Captain Carl Oosterman is recognized for his 41 years of government service which encompassed multiple key management assignments in the submarine and nuclear surface ship fields in addition to his continued government service as a member of the Senior Executive Service to include the formation of a field office in the United Kingdom to improve the exchange of nuclear propulsion technology.

The Naval Submarine League Distinguished Submariner Award recognizes the personal contributions of submarine qualified individuals, officer or enlisted. The award is to be made to the most deserving individual when considering his or her lifetime achievements. The contributions may have been during distinguished service in positions of responsibility in the fleet, or, following naval service, the awardee made contributions of extraordinary value to the success of the submarine force, the Navy, or the nation.

  • Vice Admiral Sullivan served in the Navy with distinction for over 34 years. He draws on his extensive Naval career as the primary consultant and senior advisor on AUKUS Submarine Safety, Acquisition, Design and Submarine Research and Development.
  • Admiral Giambastiani served in the Navy for 37 years. His final assignment on active duty was as the Seventh Vice Chairman of the Joint Chiefs of Staff, the second ranking officer in the U.S. Military.
