TODAY IN NAVY, MARINE CORPS 
AND USNA MEMORIAL HALL HISTORY
 
1915 - Congress passes the Naval Act of 1915, which includes provisions for establishing a naval reserve and the post of Chief of Naval Operations.
 
1945 - On Iwo Jima, Japan, Pharmacist's Mate Third Class Jack Williams, despite being wounded and in a partial state of shock, rushes to the side of a wounded Marine, shielding the fallen leatherneck with his own body as he administers aid. He then treats another wounded Marine. While making his way to the rear to have his own wounds treated, Williams is shot and killed. He is posthumously awarded the Medal of Honor.
 
1978 - CAPT Thomas Tardy '68, USMC was lost when the helicopter he was piloting crashed shortly after takeoff from Hamby U. S. Army Airfield, Okinawa, Japan. A native of Annandale, Virginia, he was survived by his wife, son, daughter, parents, and brother.

Trump adds Paul Dabbar '89 and Hung Cao '96 to administration
President Trump welcomed Paul Dabbar and Hung Cao as officials in his second administration on Thursday, lauding them for their careers in public service. Dabbar, a former nuclear submarine officer, has been nominated as deputy secretary of Commerce. Cao, a former GOP nominee for House and Senate seats in Virginia, was nominated to serve as undersecretary of the Navy. The appointments come as the Republican administration faces scrutiny over recent firings of top military officials including Air Force Gen. CQ Brown Jr., who served as chair of the Joint Chiefs of Staff, and Chief of Naval Operations Adm. Lisa M. Franchetti.

 

Trump taps special operations veteran, USNA grad for Navy under secretary role
President Donald Trump selected Navy veteran Hung Cao '96 to serve as the Department of the Navy's number two civilian. Cao retired as a captain in the U.S. Navy. He served as a special operations officer for explosive ordnance disposal and diving, according to a biography on his Senate campaign website. Cao ran for a Senate in Virginia in 2024, but lost to Sen. Tim Kaine (D-Va.) He previously lost a House election in 2022 to former Rep. Jennifer Wexton (D-Va.)

'Tradition isn't working': Navy's ineffective management adds to construction delays of new ships
The Navy's approach to managing the shipbuilding industry is ineffective as ships face lengthy construction delays, according to a new federal watchdog report. “These problems are in part because the ship industrial base faces workforce and infrastructure challenges that put the Navy's goals out of reach. Yet, the Navy continues to expect different performance outcomes in the coming years than it has achieved in the past,” according to a report published Thursday by the Government Accountability Office. The Navy, which relies on contracted private shipbuilding companies, planned to have a battle force of 313 ships by 2025. But in its fiscal 2025 shipbuilding plan, the Navy said the service will have 287 ships by 2025 — 26 fewer ships than expected.

Air Force Academy investigating nearly 100 cadets for cheating, honor code violations
Nearly 100 cadets at the Air Force Academy in Colorado are being investigated after widespread cheating was discovered on a weekly knowledge test, which is a violation of the school's honor code. Dozens of cadets "have admitted to either cheating or tolerating cheating" on the test and were punished, a news release from the school said. Those who admitted to the honor code violations "have received punitive sanctions and rehabilitation actions."
