Message from Jeff Webb regarding the announcement of a new USNA Superintendent
Naval Academy alumni, parents, friends and supporters:

News broke Friday that VADM Davids was being re-nominated to a different three star position at the Pentagon, and that for the first time a Marine General would be nominated to be Superintendent.

Vice Admiral Yvette Davids has been re-nominated to serve as the Deputy Chief of Naval Operations for Operations, Plans, Strategy, and Warfighting Development (N3/N5/N7). Pending the confirmation of her successor, she will turn over command of the Naval Academy.

Her nominated relief, Lt Gen Michael Borgschulte '91, USMC, would—if confirmed—become the first Marine to serve as Superintendent in the Academy's 180-year history. He is a 1991 graduate of the Naval Academy and is currently serving as the Deputy Commandant of the Marine Corps for Manpower and Reserve Affairs.

We don't yet know the timing of the transition, but it could be very soon. As always, our team stands ready to support USNA leadership as active partners through this transition.

Vice Admiral Davids has provided steady leadership and a deep commitment to her alma mater. I've appreciated the opportunity to build a strong working and personal relationship with her, and I want to recognize the support, dedication, and friendship she offered the Alumni Association & Foundation and the Naval Academy community during her tour.

Over her thirty-six years of service, she and her husband Rear Admiral Keith Davids '90, USN (ret) have answered every call the Navy has made of them. VADM Davids will continue to represent the Naval Academy and the U.S. Navy with distinction just down the road at the Pentagon. We congratulate her and wish her well in her new role.

Warm regards,

Jeff

From the Secretary of the Navy - The Honorable John Phelan

I offer my sincere congratulations to Marine Corps Lt. Gen. Michael J. Borgschulte on his nomination to serve as the next Superintendent of the United States Naval Academy. A decorated combat leader and proud graduate of the Naval Academy Class of 1991, Lt. Gen. Borgschulte brings a wealth of operational experience and strategic insight. If confirmed, he will be the first Marine to hold this prestigious post, a milestone that reflects the strength of our naval integration and the shared ethos of the Navy-Marine Corps team.

The Naval Academy remains one of the most consequential institutions in American public life. It forges leaders of character, men and women of integrity, resilience, and intellect who will guide our Fleet and our Nation through the challenges of an increasingly contested world. Lt. Gen. Borgschulte is uniquely prepared to lead the next generations of naval and marine officers and ensure they are ready for the future fight.

I also extend my heartfelt congratulations to Vice Adm. Yvette M. Davids on her appointment as Deputy Chief of Naval Operations for Operations, Plans, Strategy, and Warfighting Development (N3/N5/N7). Vice Adm. Davids has commanded at every level and has led with distinction in some of the most complex security environments of our time. Her strategic vision and operational depth will be an exceptional asset to the Navy and the Department of Defense.

Both of these leaders represent the very best of naval service. I thank them for their continued dedication to the development of our Sailors and Marines and congratulate them on these well-deserved nominations.

Sneak peek at Shipmate Magazine Jul/Aug story
Shipmate Magazine will hit the mailboxes at the beginning of August, but here is a peek at some of the stories you'll see and read in the latest paper issue of the world's finest alumni magazine. In addition to Commissioning Week coverage, the issue includes a look at the Da Nang Small Craft Repair Facility as part of the Legacy of Valor: Vietnam War series and a celebration of Chet Gladchuk's unparalleled tenure as Navy's athletic director. And…Family Ties. Former Navy football teammates Dan Prather '92 and Joe Spencer '92 forged irrevocable bonds during their time at the Naval Academy. Since then, their lives have been intertwined. In May, Joe's son, ENS Gabe Spencer '25, USN, was commissioned and became the first of four members of the next generation of Spencer-Prather clan to graduate. Shipmate tells the story of the unconventional link tying together these alumni and the four midshipmen who also chose lives of service. Here is the online version of that story.

House advances $832 billion military budget plan for next fiscal year
House lawmakers advanced their $832 billion defense appropriations plan for fiscal 2026 early Friday morning despite strong objections from Democrats over missing budgetary details and social issue fights. The bill's passage — by a 221-209 margin, with only five Democrats backing the measure — sends the national security budget debate over to the Senate, where appropriators still have not unveiled the parameters of their spending plans for next year. The Defense Department is currently operating this fiscal year under a modified continuing resolution, with some additional funding for military programs and purchases. Lawmakers are hopeful that won't happen again next year, but the slow pace of budget work thus far leaves only about six weeks of session work left before a possible partial government shutdown if the appropriations bills aren't finalized.
