TODAY IN NAVY, MARINE CORPS 
AND USNA MEMORIAL HALL HISTORY
 
1941 - U.S. Navy warships participated in the defense of convoy SC-48 during a mass U-boat attack, marking the first time an American-escorted convoy engaged German U-boats on the high seas. On this day, the destroyer Livermore (DD-429) depth charged U-553, while the destroyer Kearny (DD-432) dropped depth charges astern of the convoy in an effort to discourage attacks. The following day, U-568 put a torpedo into Kearny's starboard side, killing 11 of its crew and wounding 22 others. The destroyer regained power in about ten minutes and reached Iceland under its own steam. (16–17 October)
 
1942 - The submarine Thresher (SS-200) planted mines in the approaches to the harbor at Bangkok, Thailand, the first such operation performed by a U.S. Navy submarine during World War II.
 
1953 - While the aircraft carrier Leyte (CVS-32) underwent an overhaul in the Boston Navy Yard, Massachusetts, an explosion and fire in the vicinity of the portside catapult control room killed 32 crewmembers and five civilian yard workers.
 
1991 - CAPT Daniel Adams '84, USMC was lost when the UH-1 Huey helicopter he was aboard crashed near the Salton Sea, California. A native of New Jersey, Daniel attended the Naval Academy Preparatory School. He was survived by his wife, daughter, parents, brother and three sisters.

White House may 'run out' of funds to pay military if shutdown continues, Johnson warns
House Speaker Mike Johnson, R-La., is warning that a key move by the Trump administration in the government shutdown impasse is only a temporary Band-Aid — and that lawmakers could soon be forced to reckon with the political quagmire. Johnson held a press conference on the ongoing shutdown on Wednesday, when military service members were poised to miss paychecks if no deal was reached. And while the funding fight shows no signs of ending, the White House granted active duty U.S. troops temporary relief by rerouting some existing Pentagon funds — aimed originally at research and development — to ensure they don't miss Wednesday's payday.

 

U.S. alliances get submarine boost amid Russian, Chinese threats
The United States together with the United Kingdom and Japan is strengthening submarine production to counter rising Russian and Chinese undersea military activity. Russia is expanding its submarine operations globally including in the Arctic and Atlantic. China now fields the world's largest navy including a substantial submarine fleet challenging U.S. naval dominance. Upgrades include new U.S. Virginia-class subs plus Japan's Taigei-class and Britain's Astute-class under development.

 

Is it legal to use R&D money to pay troops during a shutdown?
The Pentagon plans to use roughly $8 billion in unobligated research and development funds to keep troops paid during a government shutdown, despite unclear legal authority. Whether this reallocation violates the Anti-Deficiency Act, which prohibits spending without appropriations, remains to be decided. During past shutdowns, explicit congressional action was required to pay the military. Experts argue this move could test the limits of executive spending powers and set a risky precedent.

Honor a deceased veteran on National Wreaths Across America Day
Each December on National Wreaths Across America Day, the Wreaths Across America mission to remember, honor and teach is carried out through wreath-laying ceremonies at Arlington National Cemetery, as well as at more than 3,400 additional locations in all 50 U.S. states, at sea and abroad. On Dec 12 at 9 a.m. ET, Wreaths Across America will be at the United States Naval Academy Cemetery to remember and honor those veterans buried in the cemetery through the laying of remembrance wreaths on their graves and through the act of saying the name of each veteran aloud.
